Dear Mr. Ban Ki-moon:
RE: a project of strategic importance for civilization

I am an independent researcher, PhD, an Israeli citizen, 75. I apply to you with my Project of the Century implementation of which is vital for the destiny of civilization. The project is aimed at reforming modern science and is based on my independent research with a deep philosophical background. The project should be implemented under the auspices of UNESCO and needs perhaps your special attention for the following reasons.

Civilization is experiencing now a general ideological crisis threatening its very existence. To overcome this crisis, UN Secretary-General, considering himself Commander-in-Chief, as it were, should organize properly his Global Army of Researchers and its General Staff – UNESCO. The Strategic Plan of the offense is my above project. I have recently submitted that project to Ms. Irina Bokova, Director-General of UNESCO, but the present status of UNESCO, its structure and programs would not perhaps allow the restructure necessary to start realizing the project. So UNESCO will need perhaps your close cooperation and assistance to become your well organized General Staff.

In this connection would you please consider your possible cooperation with UNESCO regarding the above project.

Yours sincerely,
Igor Makarov, PhD
