1. The present general crisis of civilization
As events imply, civilization is experiencing now a general crisis which, unless the proper measures are taken, may soon bring civilization to its ruin. This crisis manifests itself, in particular, in local and social conflicts, economical disturbances, spontaneous terrorist acts, ecological problems and the still continuing arms race. Underlying this general crisis is the contradiction between the high level of the current technological development, especially in transportation, communications and information technology, uniting the whole world into a single society and implying the necessity for its global organization, on the one hand, and the current forms of society dominated by private and sectarian interests and ideologies, on the other hand. With this contradiction, modern society is unable any more to control the powerful means it has produced and, to survive, must rise to a higher form of organization.

2. The global organization and the role of science
In our time of science, while some minor and local problems caused by the current crisis can certainly be cured with some ad hoc measures based on intuition and common sense, such problem as the global organization of civilization can be solved only scientifically. Hence the state of modern science is now of paramount importance for the destiny of civilization.

3. The state of modern science
Modern science, despite its stunning technological achievements, is itself experiencing now a deep crisis and is not up to the above challenge. Indeed, modern science is now severed, monopolized, commercialized, militarized, twisted and abused by national and multinational elitist institutions and is unable to develop into the spiritual guide of society, which it is potentially. Instead modern science and its institutions, paradoxical as it is, present now the main threat to society and should be reformed and organized first.

4. The harmony disturbed
The cognizance of the world and itself is the highest inspiration for humankind and the warranty of its existence on earth. This cognizance has been developing in three spheres: Religion (The Unity), Philosophy (The General) and Science (The Specific). For common success, these three spheres should be in harmony, as was at the time of Aristotle, otherwise there arises a crisis. The present crisis of science originated mainly in the 18th century, when the great success of exact sciences gave birth to the illusion that science was the only true source of knowledge, and its further development disturbed the initial tripartite harmony. Thus it is necessary now restore the harmony of the above three spheres, which will be perhaps hard to accept for some over-computerized and mathematically thinking modern scientists.

5. The reform science and the science of politics
The reform of modern science will give birth to a new science, the reform science, which will be very much beneficial for all spheres of society. Besides, the reform will develop, in particular, the science of politics which now hardly exists or hardly deserves its name. Such science of politics would serve as the theoretical foundation of the new form of society and enlighten people to the new form of thinking necessary for it. Although the reform of modern science is quite a task in itself, fortunately, we have now a blueprint for such a reform.

6. The beginning of the reform
The reform of modern science has been initiated by the author's 30-year-long independent research in Systems Theory and Theoretical Physics. Four parts of that research were published in the Indian Journal of Theoretical Physics (1996 - 2005); besides, in summer 2007 in Britain, the author printed privately two books with the research,

The first book was donated to, and registered in, the British Library and the Library of Congress, in particular, while the second was donated to academies of some Western countries and was registered in the British Library and later in the Copyright Office. This research, owing to its new general method, blazes a trail to the reform of modern science in general, including humanities. Despite the convincing and overwhelming results of that research, however, official science has so far ignored its existence, obstructing and delaying its publication.

7. The International Center of Reform Science
To implement the reform of modern science, it would be necessary to establish the proper international institution, The International Center of Reform Science. The Center is to become the engine and the embodiment of the reform of modern science. Governed by a Council of Philosophers of Science, it would instruct, guide and coordinate scientific activity the world over, while collecting, processing, unifying and publishing its essential results. The very beginning of its activity would provide a relief to social and local conflicts the world over and ease the tension of international relations, because people would see the way out of their predicaments and start working towards it. The enthusiasm of young researchers would be enormous.

8. Benefits for the host-country
The implementation of the project would be very much beneficial for the host-country, turning it into the world scientific center, strengthening its international prestige and helping to solve its internal and regional problems.

9. The Project in practical terms
The immediate task at present is to publish the above research on a large scale and convene an international conference which, among other things, would lay the foundation for the Center, work out its Charter and elect its First Council of Philosophers. The Center may start functioning simply as an office for a new international scientific journal. So it would be necessary just to set up an office for a new international scientific journal and invite the author to work as its Editor-in-Chief for two years, at least; during this term, it would be possible to put the reform of science on track and prepare young assistants to substitute the author when necessary.

10. About the author
The author of this project, Igor Stepanovich Makarov, was born in Moscow (Russia) on August 18, 1935. He graduated from the Moscow Institute of Communications in 1958 and started his carrier as an engineer at the Research Department of the same institute. From 1960 to 1963, he studied at the postgraduate course of that institute, leaving it in 1964 with the first scientific degree in Technology. For about 20 years, he worked at the Research Institute of Radio (Moscow), including 12 years as Senior Researcher. He has got 12 works published in scientific journals and one invention. Late in the 60s, he started his independent research in Systems Theory, which gradually involved Theoretical Physics and Philosophy thus providing him with a new method of research. In 1992 he emigrated from Russia to Israel. To proceed with his research, he traveled much across Europe, lived for two years in Canada and in 2007, as mentioned above, printed privately his research in Britain. Now he is living in Israel.
